The `Subsidies` module, a critical dependency for the `Marketplace` functionality, failed to receive necessary input from the `LegislativeBranch` after a `vote` operation. This has triggered a cascading `PolicyException` leading to `Premium_Cost_Hikes` across the entire `healthcare-marketplace` system. Essentially, the code for affordability just got commented out by political decree.
